DAIS helps governments, regulators, development banks and investors design the regulation, digital systems and bankable projects that make waste, environment, energy and urban services work, across MENA, Latin America and Europe.

Ministries, regulators and municipalities; international finance institutions; and leading companies in energy, infrastructure and waste.
Four ways we work, often within one engagement: from the first diagnosis to a system in operation or a project at financial close.

Strategy, regulation, feasibility and engineering studies that stand up to scrutiny from ministers, boards and lenders.

Systems, platforms and data tools for regulators and operators: licensing, waste tracking, inspection and performance analytics.

Technologies we developed or co-developed, from the Plantform bioreactor for plant propagation to satellite detection of landfill methane.

Projects investors can finance: concession and PPP structuring, feasibility, financing solutions and independent technical due diligence.
DAIS is a consulting, engineering and technology group for the sectors that keep cities and economies running: waste, environment, energy, urban services and agriculture. We work for ministries, regulators and municipalities, for development finance institutions, and for investors and operators, designing the regulation, digital systems and bankable projects those sectors depend on. Led by engineers with more than two decades in the field, DAIS works from Dublin, Paris, Beirut and Brazil.

DAIS took part in the UfM Economic Forum in Cairo, invited by the Union for the Mediterranean Secretariat. The Forum was organised with German Development Cooperation (GIZ/BMZ) and the European Commission, with the support of the Government of Egypt. Its theme this year was investment facilitation as an enabler of inclusive and sustainable growth, with a focus on sustainable energy investment and connectivity.
Mohamad Tarhini, Founder and Managing Partner, joined policymakers, development partners and private-sector leaders from both shores of the Mediterranean. Discussions covered regulatory transparency, regional value chains and how to engage the private sector in investment promotion.
A recurring message matched DAIS’s own experience: capital is often available, but projects stall when sector rules, fees and licensing timelines are unclear. DAIS helps governments, regulators and investors close that gap, turning policy into licensing systems, fee structures and data tools that make waste, energy and city services investable.
